Making sure the windows installer is registered:

    - Start
    - Run
    - To Unregister, type: msiexec /unregister
    - To Register, type: msiexec /regserver

Checking if the service is running:

    - Start
    - Run
    - Type: msconfig
    - Services
    - Find "Windows Installer" and check if it's running or stopped.

If it's stopped, just tick it and click OK, then it will ask you for a restart.

If that doesn't work, you might be having a problem in the registry permissions, but it's more advanced and will get to it if the solutions above didn't work.
