I just started playing the game again, due to prime. And I did a can I run it scan, and my system far surpasses the recommended system requirements, yet my fps is still less than 60, just sitting in sanctum. Switching from default ultra to high and medium makes very little difference, the only graphics preset that increases fps is the lowest :/
This situation is normal in a high populated areas. To get higher FPS u need to overclock ur processor.
I have i7-7700K@4.5 and I have 37 FPS (GPU load are 30%) in Meridian when there is tonns of players around.
I have up to 140 FPS (GPU load are 60-70%) in the wilds. Playing 2560x1440.
i7-7700, 16Gb Ram, GF1080Ti
Processor is the bottleneck.
You can change other settings in nvidia control panel too. Like "prefer maximum performance" and so on. Just reading each option in the list will give you a description of what you can change the setting to get better results.
Also, rift is very poorly optimized. It's much more gpu intensive than cpu.
