Unhappy Won't UPDATE on Windows 10

I open Glyph to update my game, and it doesn't do a thing. I click update the second time and it launches the un-updated version of RIFT, forcing me to exit the game. When I open Glyph again and try to update the game, the loading bar just stays at "Initializing Rift". After about 4-5 minutes, a window opens up saying, "There was an error accessing local game data files. Please close all running instances of the game before patching. (Error #1038)"

I was playing the game just fine last night. What do I do to fix this?
