I have a radeon hd 6950 as well as a phenom x4. I get the same glitches but ONLY in ashora and ONLY a couple of days ago when i updated my drivers. I havent tried a fresh install but i will post again with results.

I had restarted the game about 15 minutes previous to this thanks to this happening.

Experiencing this as well been around for a while. Would be nice to get it fixed but doesn't bother me as much
I'd like to add on top of the previous post about these glitches happening, I was seeing a massive traingle going from the center of my screen towards the edge. FIrst thought my card is frying, but it was actualyl my cape spazzing out and filling 1/8 of the screen. Turned capes "off" and that glitch has stopped popping up.
SLI GTX490s and I've also been having this textures problem. I see it at least once a day. The only fix is to restart the game. Driver versions don't matter. Happens with latest beta drivers as well as released drivers. Anyway just adding another to the headcount of people experiencing this exact same issue.
I have an ATI card and have seen this too. However I shut down the game and logged back in it was fine and thankfully have not seen it since. This was a week ago.
This bug just started for me yesterday, after I joined an IA in Cape Jule (the first IA I ever did after SL came out). WTF? I never had any issues before.

I've seen this issue a few times now with the latest Nvidia drivers and a 680GTX.
Point of clarification - the term "glitching texture" is inaccurate. A texture is the graphical fill on an object - if your ground became pixilated or checkerboarded, that would be a texture error.
What's being shown in the video are DRAW errors, which means the object isn't being constructed graphically in the game at all. I've been seeing somethings like this too - one of the most egregious examples is in Scarlet Gorge at the base of the Foul Cascade falls. At certain places and at certain angles, riding toward Uriel in the back corner, there's no water in the stream channel or pool at the base. By her, usually there is; and turning the camera may draw it back in or not. I've also had a lot of issues with objects drawing in at the last minute so that visual elements are drawing out of order. So going toward the doorway into the Catari Command center I usually see blue sky in the doorway, then the mountains draw in, THEN the stone walls of Meridian draw in.
Running AMD 8150 with a 690 and it happens here too. Its the game not the card or the driver. I notice it a lot more when I alt+tab out of the game and go back in. Doesn't seem to happen if I stay in the game
I'm having the same issue. rocks and large plants are flickering after a few hours and zoning multiple times.
A restart of the game fixes the issue.

On a side note i have another bug which has been happening for almost a year now. When the map is open during an invasion i lose half my frame rate.
No matter if i make the map tiny or large, i lose lots of fps. as soon as i close the map my fps goes back to normal.
It can't be the processor, because i watch taskmanager and the CPU is on about 20%

I get the same glitch occasionally. I don't think it's a driver bug. I think it's a culling bug in the game rendering code, but that's just a wild guess.
Btw, there is nothing wrong with the textures. It's the meshes that are flickering. I.e. whole D3D drawcalls are getting corrupted and not drawn correctly (for example, drawn off-screen or culled on the CPU).
Perhaps it could be captured in Intel GPA, for further debugging. At least it would show if the drawcall is being made at all (if it's not, it's a sure game rendering culling bug).

Got exactly the same problem, typically its rocks, or shadows that flicker. After a few weeks of suffering with this, (it was just the odd thing, particularly in EI that would set this off) it got unbearable in the mines located in Infinity steppes so I quit and installed the latest full release driver. This has made no noticeable improvement to the condition, so I now have to avoid the area.
The only thing left to try for me, is to set the graphics on ultra low and see if that helps.
