I upgraded a month or so ago to a 680GTX from 2x 6870 ATI's and really the only advice I can give you is to go with Nvidia for sure.
If you get an Nvidia you can enable FXAA at driver level and have nice Antialising in rift with little to no performance hit, ATI has something similar but I found it distorted the ui/text so never used it, FXAA seems to work much better.
A 670 would be a great choice of card for sure.

I just upgraded my computer so I figured I would make this post to give you some ideas.

On my old build my FPS with the default Ultra settings was 26 in Sanctum. That's with cards in crossfire. With only one card my FPS was 25 FPS. Not a major difference between having crossfire or not. I did a lot of testing with Crossfire off and on in a lot of different games and the difference was not very much usually only 5 FPS at most better. And one game (SWTOR) the no crossfire was better by 10 FPS. So I wouldn't recommend Crossfire if your main games are going to be MMO's like Rift.
My new builds FPS which I just tested not log ago was just at those default Ultra settings I was getting 73 in Sanctum. So I decided to just max everything as high as it could go. Results 52 FPS running around Sanctum. Went out into the field and did some looking around. Did a invasion a fire rift idol and a fire rift and didn't once drop below 40 FPS. Now I just need to see what happens when I go into a big zone wide event to see the FPS there.If I get 30 I'll be a happy puppy. I don't know if I would get any kind of meaningful performance boost adding a second card or not.
I will also state that my processor is Auto-Tuned OCed to 4.3 Ghz which is also giving a small performance boost.
