Brand New Computer, Horrible Framerate
I literally just bought this computer on Sunday and I downloaded Rift today. At Low setting, I have only 6fps. Its very frustrating.
3.1GHz processor
7.7 GB RAM
Windows 7 Home Premium, 64-bit
ATI Radeon HD 4200 Graphics Card
Realtek High Def Audio
1.8 TB Memory
Any help is appreciated.

Nevermind, I just realized why ...
The AMD ATI Radeon HD 4200 is an onboard (shared Memory) graphics chip (on the RS880M chipset).
I'm taking this is an old laptop? That explains why you have 7.7 GB of RAM. You actually have 8 GB of RAM, and 256MB of that is shared to run the video card.
To be honest, I'm actually surprised you are getting Rift to run at all.

I tinted the problem in red. The fact Rift even RUNS is amazing.
4xxx is two series back. The top end 4xxx are starting to show their age, but in most games they still do well. However, yours is bottom-end integrated graphics.
What you need, is to spend about $150-200 on a video card to get halfway decent framerates in Rift. Don't go somewhere like Best Buy, if you can help it (they tend to charge a LOT more) - order from an online retailer or a dedicated parts shop in your area.
NewEgg.com, tigerdirect.com, amazon.com are some good online retailers to pick from. If you can't/won't wait for it from a website, price a few decent cards there and find a shop nearby that sells the same card for a similar price, if you can.
