The 36 dollar video card is the cause of your issues.

ahahaha ok ic thx that helps alot, cuz i thought it was sh*t, but then a buddy told me its actually pretty good and i might just need to update the driver, so if i was to get a card that could run this no prob, would any of my other specs still be a problem?

Rest of system is fine. Your friend is an idiot to tell you that the 5450 is a good card
Just need to upgrade your video card and maybe your power supply. That depends on which model you have.

A 5770 on your system will be Med/high. Do you have a price point you want to spend?
Which power supply you have, that will determine which video card you can get?

$250 CAD, that is overpriced. Where are you looking?
    A 5770 is about $125. You can get a 6870 or GTX 560 for about $250.

You will need to find out what PSU you have, before you do any upgrades. The PSU is the main part of your system.
