    Default 10 fps? please help

Ok, gonna start off saying I know my machine isnt top notch, I know my CPU and GPU are a little lower end. But not low enough to give me the FPS i have been getting.
10 fps is about the average i am getting in freemarch, with peaks up to 13 and during rifts i drop to 7.
during instances (IT or WFs) i get around 12ish average.
the only thing i have been able to do to get it any higher is by dropping the settings ALL the way down to min which gives me 24 fps.
any ideas or things i can change to give me a better fps?

btw its extremely frustrating know my GFs comp right next to mine gets 2-3 times better FPS with an older card (8800gt arghhhhh!!!!)

An 8800 GT is definitely better than a 9500 GT....by a long shot actually.

That sounds about right to get 24fps~ on lowest settings with that card, I got an older ATI computer one of my relatives is using at the moment and it runs even worst than that (like 1~5 fps during rifts with lowest possible settings)

Edit : In fact we actually have a 9600 gt in another computer that ran it at about 20fps on lowest as well so...yah..just need a better card dude sorry :/

i could, but unfortunately the motherboard is limited to one PCIe x16 1.0 slot,
i wouldnt mind getting a newer video card, but if there is much out there that is PCIe x16 1.0 AND is a significant improvement on what i have, i cant find it.

    Two problems:

    Intel(R) Core(TM)2 CPU 6400 @ 2.13GHz (2 CPUs), ~2.1GHz

    AND

    9600GT.

As stated already, the 8800GT is FAR superior to the 9600GT. So you not only have a very low end video card, you've also got a VERY low end processor to match your low end GPU.

So, I think the next step is pretty obvious.

Does the OP's computer meet the minimum requirements? If so, you oughta be able to play the game. I also have a pretty low end machine I use for WoW and pull right around 11 - 12 fps in town, and 7 or below anywhere else. I've tried all the fixes and nothing works; the game is unplayable and I've wasted $50, even though I surpassed the minimum requirements. I considered getting a better graphics card but canceled my subscription instead. I wish they'd issue refunds as I feel I'm due one, I wouldn't have bought the game if my machine didn't meet minimums. I feel ya OP!

All the minimum requirements mean in any game is that the game will load up. If you think that's wrong than your issue is really with the entire PC gaming industry because that's a universal practice.

Wow, silly me, thinking the minimum system requirements actually meant you could PLAY the game if your system met them. But hey if the whole industry rips people off then it must be OK. BTW I've never had a game be unplayable with MSR met before.

Overclock the processor to around 3.0ghx if you can , That should help you a bit.

But the card is the draw back mostly. The chip once overclocked is quite a darkhorse

The 9500 gt is the issue. Its the low end of the budget cards in the 9000 series

    Memory Clock (MHz) 800 (GDDR3) and 500 (DDR2)
    Standard Memory Config 256/512 MB
    Memory Interface Width 128-bit
    Memory Bandwidth (GB/sec) 25.6 (GDDR3) and 16.0 (DDR2)

As has been said a 8800 outperforms this card and is a generation older.

Its not bait and switch or a ripoff, you tried to save a buck by skimping on your video card and now you are paying for it. Trion didnt force you to choose the low end budget card.

The issue is with the game. Rift is supposed to provide a graphically rich experience on modest machines. It's sold as such yet does not meet this selling point. Trion has some work to do!
