Default Quest Tracker - a Fix for the Fade Option - Help request

The Fade on Mouse Focus option of the quest tracker is currently broken. that is, the quest tracker will not fade in or out as long as you don't mouse exactly over any interactive element of it, like quest items or the check marks.

I want to build a very simple addon which fixes that and allows you to fade the quest tracker just by mousing over it's general area. I'm absolutely new to this though and have totally no idea where to start. Anybody around, who wouldn't mind helping me out and, if need be, nurse me through this small fix?
A pointer where to start would be very helpful.

    Thanks.

There is no API for interaction with default UI at the moment.

If leaving things as they are isn't possible, we'll have to build one ourselves. Is that possible? A custom quest tracker?

    1. There is no API to work with quests at the moment.

    2. No, no one in the forum titled "Beta Addon API Development" has any experience with RIFT addon building, even authors of popular addons.

    Ah, thanks for your answer.
Well, I guess setting the size of the quest tracker to .6, instead of playing around with it's alpha settings works too.
