Like someone else already mentioned it's hard to say who is
the best in cluster coz no-one specified the criteria. Is it warfront, duel or open-world?
Believe it or not some of the people who might be considered "top duel-ers" are completely useless in warfronts as they only know how to play a couple of solo-specs which are useful to counter specific callings for dueling purposes. (for example a warrior can go 38vk/28ch and outlast some of the best chlorodoms out there but will still be useless to their team when they join warfronts)
For a matter of fact, I joined Codex the other day and one of the most famous guardian clerics on bloodiron was just jumping in random fights against 3 or 4 defiants dragging other people with him who thought they would get a heal and ending up being drained by a dominator and dying.
This resulted in several lost fights on random locations on the map that didn't have any strategical purpose.
Therefore, from a WF side of view those players are not even close to best in cluster even if they are famous pvp-ers.
Anyways, since i'm not on bloodiron anymore i will just mention a couple of those i always have fun doing warfronts with or against them.
(I don't like the title "best in cluster" cos it's subjective and it can make people you still respect in pvp a bit sad if you dont mention their name 
)
Valery - Despite the fact that he's my guild-mate it recently also came to my attention that we became known as the "Korean-grind Win Team" lol hahah so yeah, valery is the best partner i had so far in pvp.
Troj - If he is on pyro spec and he is playing against you make sure you never jump on him without a purge and a cleanse or at least before he uses his HeatWave on someone else :P However, if he is on your team it's really easy to work with him. I had some amazing 2v5 fights with him and timing burst, chaining cooldowns or swapping targets went really well without even voice communication.
Aileena - hits hard on my team's healers and takes quite some damage and several well timed purges before u can disable him. <3
Highland - He's a sneaky bastard who will always jump on your prey, stab people to death while they are busy focusing scary warriors like me, kill them, even find time to type "derp derp derp" and then disappear in the shadows again ahahaha! ..the definition of being a rogue, be cheap: gang, mock, vanish
Whitelady & Hyvely - some of the best pocket healers i've seen around. they wont let you die so easy and they can take tons of damage themselves.
Norisk & friends - if you join Port Scion and they are on your side you can go afk.
As for warriors, I shouldn't be mentioning anyone since I'm a warrior myself but there are a couple i find decent like Zaemon cos he always assist other dps-ers on taking down targets (even without marks) and Skarbor cos even if it seems like he's jumping on everything recklessly in fact he is weighting his opponent. I remember a warfront where we spent 30 seconds weighting, LoS-ing and trying to lure each other in the open with our teams standing behind us waiting to devour the one who would make a wrong move.
As I said, if your name is not here it doesn't mean I don't consider you good enough, I'm just saying that I usually have fun in warfronts playing with/against those guys.
(for example andrianito is a bit squishy but i always know he will put himself into trouble to throw me a few heals when I need them. This kind of players are valuable to the team ^^ )
