Well for example I had a bit of random RP with my other character Suraia, which is a student at the Quicksilver College and the RP more or less caused a small spider invasion in the College and the Argent Glade.
To write a sort of article about this it wouldn't really come for Suraia herself but rather from a fictional other student, or one of the NPC's Professors or students walking around in the Quicksilver College.

Since the problem was solve a couple of days after it started through RP it has no consequences at all Lore wise as far as I know. But if I were to write 'reports' of these sort of things it might give other RPers something to RP about around in the Glade. And it may even give the idea of some things really happening there that players might do something with. Well it's just an idea anyways.

I'm not sure I understand how it could be written from an npc's perspective though. But perhaps if it's not an important npc, so it wouldn't break the lore, it might work (possibly a merchant, or a guard?).
I once wrote a mini-mini story from the viewpoint of a random npc woman in sanctum, it's not too difficult as long as you stick to what you know and then go from there with the imagination.
I'd never advice writing something from the perspective of a major lore figure like Cyril or Shyla, it's in the same family as the rule of "Don't roleplay the son of [Name of major lore figure here]" - but also especially since the major lore figures to some extend could be counted as the lore-writers characters in a way
So yeah indeed a merchant or a guard could work out, though if there's talk of not-so-open RP I would advice anyone writing about something they've seen from the perspective of an npc to ask for permission from those involved in the RP. It'll avoid potential drama in the long run

Very interesting ideas, I actually didn't look at it that way. Yes, I believe that sort of writing would fit in nicely.

But as Talila said, asking for permission from the guild/characters involved before publishing the article would be well advised.
