What are your main priorities? CC, dotting, and what classes do you target first?
So make it like bloodlust (or whatever that shaman spell was called) in WoW and have a fatigue timer so that you can't be affected by it too often.
Outfitting for cloth armor. Butchering for getting leathers (that helps level outfitting).

I don't think the mana regen thing needs to scale at all, actually. It's fitted to level, and mana cost for spells does not increase (I haven't got a level 50, so this is an assumption).
Yes, it's useful for obvious reasons (gets you out of battle).
Yes, it dismisses your pet.
