I haven't had any trouble with agro since 1.8 perhaps try clearing your spec then redoing it maybe you have some talents not working.

I honestly never use it simply because when leveling up healers would complain it was over riding theirs and I just never got in the habit of using it although I have never had trouble with agro so...
