you can get lessers that give more flat spellpower than +31 as well as giving crit and resists, so there is no point to use it at all.

Kinda sad that:

1) the net incoming damage makes this totally crap for pvp - reduces low lvl pyro synergy.
2) the +incoming damage is constant, surely it should be the same as the +outgoing. Aka...
