Sure it hits lots of targets but what raid situations can you think of that have more than 5 targets.. The answer practically is none..

Also when there are more than 5 targets they are just ankle...

I have always felt that Ranger should have an AOE finisher that isn't on a Cool-down especially considering Trick shot and Improved Trick Shot. And I know Rain of Arrows is different than trick shot...
