Characters to Tempest Bay

Is it possible to get lower than 50 level characters to Tempest Bay, like we can on Live? I have 2 sub-50 characters that are also crafters, and it looks like the only way to get them to a higher crafting tier is to go to Tempest Bay (except Dreamweaver? I can Grandmaster in Meridian for that).

I think the threshold for TB is level 48. I suppose you could summons a lower character but I don't know if there are any summons abilities available on Prime.
