"Charging the Forge/Find Your Own Truth" IPP Quest Missing

It was a daily back in the day, I've completed nearly all IPP and cannot find this quest from Robert Charrette. I'm likely wrong on the quest title or where it's acquired because I barely remember and the old forum posts about it are confusing me... but I need to do this quest for the achievement "Achievement: Impossible!".

I did this achievement just a few days ago. It is a daily that is not up every day. Seems like it is random between that one and a couple others. Took me 3-4 days of looking for it to show up.

The quartermaster will be the one with the quest. If it is a different daily, tough luck, come back tomorrow!
