Temporary Ability Bar gone

Has anyone been having issues with the Temporary Ability Bar?

My Temporary Ability Bar has disappeared (or appears to the far right where I can barely see it and cant click it). (The Temporary Ability Bar is what pops up when a skill procs). I verified that my layout has it set to the center. I tried /reloadui, relogging, rebooting, changing between windowed/fullscreen, changing resolutions, but nothing seems to work. It was working fine up until recently, and I have not changed any of my settings prior to that.
