Can you have more than 1 action bar showing on screen at the same time?
Yes. Open up the Settings dialog, go to the Interface section, and then select Action Bars. Now you can tell Rift to display lots of action bars. Up to 7 on the bottom of the screen and 4 on the right side of the screen.
