Do all pve armor has same toughness and focus/hit now?

It's quite unlikely that a raid fully hit/focus/toughness capped in T1 gear can actually do much of GSB/RoS, some of the DPS checks there while invisible to geared raids are pretty hard without gear (Johlen's bombs, Galenir's enrage, etc). It's equally unlikely that a raid in such T2 gear would be able to meet the DPS checks required to down even Murdantix, or that anyone even the tank would have enough HP to survive anything.

In PvE the gear gets better stats and the monsters become stronger.

When I can collect Marks and Gear for just being in a dungeon or raid, and collect Marks for wiping to bosses, then you can compare PvE loot to Welfare PvP gear.
