Collission only comes into play if you can defend something e.g. hold narrowings like castle doors etc. Rift has none of these (yet). So collission right now isnt necessary.

It can be turned on with the gamebryo enginge its a simple option i think, so they could turn it on in conquest for example or test it out on the pts. but first they need to create an environment where player collission plays a role.
I don't think collision will work very well in Rift, with the amount of souls that have a teleport.
