Forgive me if I have got this wrong but you are suggesting that PA buffs such as Lightening Glyph for example would stack with consumable buffs such as Whetstones? Not entirely sure what I think of that idea though my initial reaction to stacking buffs was to cringe a little. Nevertheless I will sit on the fence and see what other people think!
Personally I use my PA buffs whilst doing solo content, Expert dungeons or other situations that don't warrant the cost of using a consumable buff. Typically I use consumables in an environment where I need that "edge" to improve performance and where the cost is justified. With the PA buffs I happily toss them on whenever I feel like it.

Yeah, if you are asking to have them stack with consumables like whetstones or powerstones, then no. That would be bad enough in PvE with a clear divide between people who have the PA and those who do not. I don't have a problem with this per se, but if it causes Trion to continue to delay T3 PA, than I do have problem.
In PvP, that would be ridiculously imbalancing. Weaponstone PLUS PA enchant?
So, reduce the effectiveness of the PA by half and the cost by 25%.

The reason it was designed as such was so that people wouldn't feel obligated to spend more time than they would like on PA. Given that PA is supposed to be a slight reward that you gain from playing as you normally would, they designed it so that people wouldn't feel pressured to max it out or anything like that.
Regardless of what happens, people will always be unhappy. Be thankful for what you have and always be constructive.
This quote offers insight into why there are so many perceived balance issues. To some, it doesn't matter how good something is; if it isn't the best, it isn't worth using.
