No.

occasionally on large patch days some lag occurs and shards do crash from time to time, but this is longer than any unexpected crash that i recall. Usually forums arent down at the same time, and we have info pretty quick.

NA shards are unlocking now and we'll be keeping an eye on them to be sure things remain stable.

The issue with the Dimensions forum has been noted but took a backseat to getting servers back online.

No, not often ... usually the down-times are planned, and then that is only infrequently.
There is also a world event happening.

While waiting, I thought I'd just take a quick look see at some of the other forums.

I noticed that the "Dimension" forum is missing it's pages

When I click on the link to the Dimensions forum, it just redirects me back to the main forum page.

What you want to make is an Avatar, not Profile Picture. It's just below Profile Picture.

EDIT: Oh, and I don't think it's retroactive, so you probably won't see it until you make a new post.

It does do it a few times a month. Normally known as patch days.
