In my view, portals to SL zones are not that useful. You can do Stonefield/Scarwood/Droughlands/Moonshade/EI -> Ashora/Steppes/etc pretty fast as it is. You can even choose which of the Ashora portals you want, rather than just one where the teleport would happen to drop you off. You'd end up doing Ashora->porticulum 2/3 of the time anyway, so it isn't really faster. The main value of teleports was to double-up with soul recall but as we already have several, they will never all be on a cooldown. Remember Ember Isle where EI teleport wasn't more useful compared to Stonefield since most of the time you wanted a specific part of the map that wasn't where the EI teleport dropped you off.
However, having a source of tablets/seeds/runes is great in the same way flaring glyph is useful. Farm raids when you don't die much still use up a lot of these consumables in the long run, plus content like open-world and pvp.

As to t3 pa, I am not looking forward to it. Adding more grind for the sake of grind is very much NOT what the game needs honestly. Even if the minority is begging for it.
"I did battle with ignorance today, and ignorance won."
Trion has been notoriously bad in the past with it's ability/willingness to communicate with the community; more so than many other MMO communities. The fact that this thread even exists this far past the date they announced T3 Pa's proves that.
And exactly what you said. This game needs far less grind. This game right now feels very akin to Everquest (and not in a good way). Reputation gain alone is a massive time sink, then you want to toss this in on top of that.
There are a lot of things that haven't been addressed that need to be before you toss this into the mix.
