This has me interested.

It's 3am and I've only glanced at it but my initial thoughts are..

In the first paragraph the chamber halls, valleys and darkened den could mean Infernal Dawn, Caduceus Rise & Darkening Deeps respectively. In which case the voices could be those of Laethys & Maelforge, or the Wild Thangs group. This would explain why the time has come, as the unlocking will take place shortly.

In the second paragraph, perhaps the blade represents the ascended and the points are the factions? A third faction may form which would in turn weaken the Defiants and Guardians? Alternatively, it may be referring to the previous world event where the two ascended factions were weakened before the Wanton Maw attacked.

The third paragraph could mean many things. I seem to recall that Crucia was Regulos' mate at some point but as far as choices and promises are concerned, that again sounds like it has to do with a third faction.

The fourth paragraph also seems to speak about Crucia using words like 'domination' and 'empire'. Alternatively the seeds of domination may be Maelforge's eggs, which means the 'iron ram' may be the Dread Fortune ship which is supposedly the only way of crossing the seas when they're molten. This seems less likely though.

The final two paragraphs don't seem to be particularly noteworthy unless the last line is talking about planar attunement.

If this really is the foretelling of a 3rd faction, then... faction changes incoming too? Neutral races, 3 more races, or reworked Mercenary system? Open world only, or new warfront featuring it too?

Maybe there will be some new Warfronts that have a neutral AI that you an fight against, Seeing how human players would bleed and the third faction would be computers so they wouldn't bleed, and you will be forced to defend a point while assaulting the enemy players since the AI's will be pushing on your points.

-Seeds of domination could involve Life or Death, but very likely Air (Domination is the key word, but Life/Fae could be involved?).
-Crucia's Empire, imo. Mind control. 'shall give way'
-iron Ram? No idea. I don't THINK it is the 'pirate ship' in ID, as that is 'already dealt with' in lore timeline

-Speaks all of the Vigil, but I wish the 'Lion' part was more understood.
-those held dear? Is it just Telara's people?

-First line is completely confusing.
-'our ill born fate'? I hope there is 'Ascension' lore in the future.

I think you're being too literal here, I think it's about Crucia laying down the groundwork, the seeds if you will, to control the minds (domination) of everyone as she has always wanted.

This sounds highly unlikely in the context of the paragraph you take it from. Crucia's empire would not be sea to sea - these aren't boundaries for Air, they take no heed to it. Not to mention that everything "iron Ram" could symbolise would be very unlike the Storm Legion.

-Crucia
-a strike against both factions, in a more permanent way?
-an empire of some sort
-new lands?
-PvP update in some form, but also an alliagence against the dragons
-another function of Ascension

These are possible outcomes.

Also:

-Earth and Fire should be largely dealt with, other than some 'aftermath' content like we had with the Motes of Life/Water and the Water Saga.
-Water should be largely dealt with
-Life may be up for a comeback, also if we keep the next sliver(?) on the PTS into account
-Air may be the upcoming focus. The time of Crucia's plan, over centuries/millenia, to be revealed?
-Death is involved with almost everything...so whatever

I'm pretty sure if she controlled everyone on the continent that her empire would then span from sea to sea.
