Did it with my level !0. Just wait until someone else starts it. Then join in, if you have to use ranged weapons. It helps if there are a few people doing it. It might take twice to get hits on all three guys. But you will get it.
You can also just open it yourself. The elites that spawn will be based on your level. So if you have a bunch of 50s around you waiting for someone to risk their life on the elites, you just need to spawn it and run away, or ask some of them to prepare an aoe to kill them instantly.

ZAM lists that you can gamble in this phase, but I don't see the guy you can gamble with, is this a bug or is ZAM wrong?
it's in, but disabled for the moment (trion found an exploit and disabled it. check your chat when you connect to a server).
