I would like to add, however, that prior to SL the daily dungeons were easy and quick (because the groups tended to be better geared as everybody benefitted from daily dungeons) and I enjoyed meeting new people. I don't mind going with just guild but I miss the social aspect of pug groups and its not worth the frustration at this point.
I am sure that Trion noticed that putting raid rewards into dungeons was in general a great success. Dungeons were run even when people progressed months and years beyond them, people enjoyed them (to some degree) and it was a good way to kill time in a productive fashion.
But Trion also needs to prevent that people use dungeons to by-pass current content. It makes sense not to put current tier raid marks in the current tier dungeons. It was surprising that Trion decided to do that with ID, perhaps because they knew that otherwise the majority of players would not finish their ID sets before SL hit.
I've had okay luck with pugs. Haven't had one that fell apart because they couldn't complete a dungeon in the past month or so, though have had some fall apart cause tanks left. Though part of that might be that queuing as an overgeared healer means I can keep undergeared tanks/dps alive better.
Running with guildies is very very much preferred to pugs though. Often it's twice as quick.

You know you need the expert marks to upgrade the set bonus of some raid gear right? Also I would feel slightly cheated by giving Raid marks away for easier content, so I don't mind the gap in gear marks. Honestly, if you are not raiding then you don't really need raid gear, and if you do then you will get the marks from raiding to buy it anyways....
I feel dungeons should more consistent give dungeon marks sure (1 off each boss and up the cost for each of the dungeon gear pieces in response to reflect it) but raid marks? No thanks. I'm not raiding yet granted so getting raid marks would be nice, but I just hate the aspect of trivializing progression. To me, progression is the biggest factor in making raiding feel much for rewarding.
I wouldn't be upset about it either way. Trion added Infernal Marks to dungeons immediately when they introduced ID. People screamed. Then they did the math--you'd have to go a few months for the cheapest piece. By the time you'd get everything there is a new raid anyways. Not that it matters because these non-raiding people who are out to get our marks and our gear and OH NOES don't even exist. I vote "don't give a ****."

While I do agree that Dungeons need a draw to bring geared people back to Experts, awarding Raid marks is not the right idea, at this point in time. When the next Tier of raiding is released, I expect raid marks to become available as a catch-me-up, but right now, let's leave raid marks in raids.
Rewarding IS's is a possibility. Another possibility is offering PA XP Insights to be purchased with Dungeon Marks.
If you need to pull back raiding folks to make the dungeons completable to you, maybe there is a problem with your performance. And if you don't need anything from dungeons, why add rewards there? If you don't want to run them because they are there in the first place, why not just do anything else?

Either you folks completely forgot threads like these the last time they popped up... or you weren't around for the pre-SL expert dungeon QQing.
There's no satisfying these people. I'd rather not waste Trion's dev time on this stuff and have them spend that time on new content and bug fixes.
