While I'm not against the idea in general, there are a number of issues that would need to be worked out.

I mean, right now all the game does is look to make sure any lockout I.D.'s in the group match up. This idea would force the game to open any and all lockouts and check them against each other to be sure they all match up 100%. The game would now have to look at information and compare it to similar information that it previously would have just loaded. While it doesn't seem like a huge thing, when you consider that the game would need to do this for every non-automated group going in to any instance (which includes every master mode and every raid), the resources it would use across all servers would soon add up.

Then there are issues such as what to do if two people are at one point of an instance and two are at a different point. Any changes to the lock out system would result in complaints from people in these situations. And what about if one group clears up to a particular boss but fails to kill it, and a second group kills up to the boss before the first, leaving the trash between the encounters. Players would consider both to be at the same point, but without some fairly time consuming data entry, the game wouldn't.

Oh, and you probably should expect to wait more than 15 minutes for a reply.
