Something like this is probably going to be your best bet, if no one in the community will volunteer. If you could get Tape's sourcecode I imagine that web site could do it for $100.
Tried to get Tapes but who ever he posted the info to removed it and he didn't respond to PM's.
Be careful of the words you speak. Keep them short and sweet! For you may never know, from day to day, which ones you will have to eat!

Well I'm pretty sure Tape is done with rift so I wouldn't think he'd be checking his PMs. Check your PMs, it might help.
glad to hear several people willing to step up to pay for hosting, maintain a new logging site!!
Now we just need development or existing/dormant sites handed over and we are golden!

In reality, I've no doubt that the success of a game such as Rift is definitely contributed to by the community support of project like rift logs. Keep spreading the word and eventually someone will respond.
If no one does, Bluedots, you say you have the money but maybe with a donation account via PayPal you could accept donations (trust issue here, of course, but its just an idea) from the community to simply go and hire a professional developer to write the programs to begin with.....predictably ad revenue after that would cover the costs of continued developmental tweaks.
I'm willing to work on the parser. If no work has been started I can start on my own in python or something. Let me know.
