Nerfed Sweeping Strikes is still bugged

So I decided to try out 34Pala/32RB just as an alternative CQ build. And being in this spec, I tried out Sweeping Strikes to see just how badly it had been nerfed and was not disappointed. However, I also decided to see if an old, known bug had been purged as Sweeping Strikes had been looked at.

I was disappointed to find out I could still fire off RB Bursts from 55 metres away, out of LoS, on an innocent dummy.

So, after a CQ of actually using the build and abusing the Martial Shield talent to get to 4 stacked bursts from blocking Marksmen fanout spam to unleash on some 'innocent' healer hidden in the enemy zerg (granted, even with all the healing, if you manage to stand in bad long enough to stack up 4 bursts to unleash, you usually aren't going to live much longer after you manage to squeeze Sweeping Strike out before your HP bar runs out), or snaring people 40m or so away with Earth Burst + Sweeping Strike, it is clear to me, without a doubt, that Sweeping Strikes is still horribly broken.

I reported this bug months back. The bug remains even after Sweeping Strikes had been looked at and nerfed. So I figure the only reason it hadn't been fixed is because people don't use Sweeping Strikes any more to actually warrant fixing it and having enough people moaning about it on the forums. So yeah, hopefully another bug to bite the dust.

This seems pretty similar it seems to Riptide Bludgeon (Akylios mace) applying it's dot when doing any sort of aoe or buffing yourself and accidentally agroing a boss. It might be in the same category, might not.

I would consider it more a bug with how Riftblade bursts apply to the target. They should similarly not be applied at 35m with Spell Sunder.

Any ranged ability applies RB Bursts, but the fact that Sweeping Strike applies this on almost unlimited range, whereas similar abilities like Tempest and Ragestorm don't seems to say that something isn't quite right with Sweeping Strike specifically. Also, someone could check if it is the same with Cyclone Strike in the Reaver tree.

Confirmed to work with promise of steel, does not work with cyclone strike.
