at 18 I did this:

It worked really well, just sub out VK for Beastmaster when you are questing (or pay for dualspec and get a real levelling spec).

You hit really hard with your basic champion attack, you get an in combat charge, 2 snares (one ranged), an interrupt, something to remove snares, aoe fear/root, flame spear when you absolutely have to damage someone not next to you. I usually used Fiery Burst as my finisher unless they were below 30%, then I did Death Blow. Void Knight just prevents 3% magic damage.

Oh and when you crit they get a 50% healing debuff on them.

I'm new to the game so it might not be the best but I was doing really well with it this weekend when I scenario'd from 18 to 20.

I would usually Bull Rush, Leg Sweep, Powerstrike, Fieryburst Power Strike, Power Strike, Death Blow. Find someone new to work on.

EDIT: I did not take "Take no Prisoners" because it didn't look like it was going to affect Fiery Burst and Death Blow didn't really need it - if they are below 30% a 2 or 3 pt Death Blow seemed to kill them without needing an additional 10% damage.
