Oooh! That is a really interesting notion. Reduction in damage, add procs and threat. (And "half weapon damage" doesn't seem all that unreasonable to me, since that doesn't reduce contribution from attack power, so it's on the scale of weapon enchant procs.)
That has a really nice feel to it.

Let me expand on that just a touch in a post I don't write in 10 seconds. You could have the activated ability have charges deal less damage, in exchange for deal some damage immediately and triggering procs. I think that there probably would be some issues with having the poison application trigger a proc directly, so it could turn the "Spike Charge" type abilities into a nominal attack which also applies the poison.
The damage from that attack, as well as the procs it trigger, would be on top of the damage from detonating the charge and compensate for any reduced damage from that charge. And it would therefore slightly shift some of the damage from DoT backloaded to more upfront, allowing you to tweak when that would be most beneficial.

I think this goes against their intent for how they want the soul mechanics to work, which would make it a pretty hard sell. I'm also not sure how easy it would be for it behave like a poison in one form, but a standard attack that triggers procs, but is not affected by melee/ranged buffs in the other form.
One way that might make it more palatable to the Dev team, and solve a different problem, is to make some form of off GCD Combat Buff that for a short duration (6 seconds perhaps) makes Charges do a reduced amount of damage immediately on landing without applying "detonatable" charges or CP. Give it a 15 second cool down and now you have a form of spammable AE (and ST) other than Carpet Bombing that can be used situationally.
EDIT: I think we're saying the same thing, just presenting it slightly differently and taking it to different scales.

I have not been keeping up with the thread aside from the latest changes, which look good.
But I just wanted to say that Sab has a glaring lack of survival/mobility abilities. Like zero.
Let's compare
* Pyro - Proc on damage shield. Activated shield. Blink
* Stormcaller - Ride the wind. Icy Vortex damage reduce and speed buff and others
* Cabalilst - Instant CC. Major heal (ravaging darkness.) Blink
* Assasin - Slip Away. Enduring brew. Leeching poison
* Marksman - On the double. Vampiric Munitions. Retreat and many more
* Saboteur - NOTHING and the stun/root reduction is being removed.
Last thought. With the cooldown reduction of rapid setup, a 51 build will be necessary therefore limiting the number of points available for the second soul. And most of the souls have no synergy with Sab. So in PVP, you might see 51Sab/15RS/0xx AND RS is getting a nerf.
How many DAYS it takes for Sab changes to appear on the PTS? Since we found the changes before they were posted now they give the dev a WEEK to post them before they are updated?

Ok, that was hilarious. My coworkers are looking at me funny for laughing when I read that.
That said, they said midweek. I imagine we'll see them with tonight's patch if it includes more than the streaming client, or tomorrow if tonight's is just the Streaming client that did not make it to PTS last night despite announcement.

SHould change the name Of Saboteur to Waitotear.... You always wait to do any damage, then you get a tear in your Eye when you see the actual damage done.....

I think everyone would be happy if you reverted all sab changes back to 1.0 style. But kept the reduced cooldowns and AP scaling
