Correction....it USED to be an awesome class in PVP (pre-1.1) and it USED to be a decent class and the only way rogues were competetive in AOE in PVE (pre-1.5).
Now it is just like Druid in Cleric, Elementalist in Mage and BM in Warrior. Poorly developed and practically extinct in its use. The only thing worth grabbing is the 15% dex from 5pts in it for more deflect in a tank spec.
Saboteurs do need some love, but simple buffs won't do it.
This soul needs some serious work. It's clunky and has terrible synergy with pretty much everything. And do Rogues really need another ranged DPS? I don't think so (Ranger just needs to be fixed up)
Personally, I feel that Saboteur could be reworked to be another Support class, with a goal similar to Dominators. Put a much heavier focus on Traps and Bombs, rather than charges, and provide most of these abilities with some form of debuff or CC on it. Most of Saboteur's abilities are already pretty control-oriented, and moving the focus to single-use abilities like Bombs/Traps will help it work better with other souls, as you could use the builders/finishers from anything else while still using the bombs/traps Saboteur would be focused on.
But hey, that's my opinion. Some people like Saboteur's style the way it is now. I just think it could be made so much more interesting as a control-oriented soul.
If I told you that saboteurs were originally intended to play key roles (TRAPMASTER FTW) in the HK Zilas encounter pre-nerf would you laugh?
While I really would much rather see Sab setup as the Rogue AoE specialist (both in Damage and Debuffs) I can see given how things look on paper that people could come to this conclusion, but I think going that route would leave a lot of people who have been around for a long time disappointed.
Telarans on class balance: Rock is overpowered. Paper is fine. - Scissors
remove residual shrapnel buff blast and shrapnel charges by 50% damage
remove high explosives and buff detonate by 100% damage
old charge booster and making it so you only need one splinters/embers charge for the full effect
change traps to do 500% more damage and bombs to do 200% more damage
DONE!
1 thing and 1 thing only needs to be done to make sab viable again. 1.0's version of Charge Booster. Because the armor pen bug for blast charges has been fixed, charge booster is no longer OP - everything other nerf/buff so far has just been fluff.
Allion, I hope you are going to read this, because I'm quite possibly the last pvp-er playing this game that will post here that has had a large, substantial dose of 1.0's sab. You probably weren't around then Allion, just know that sab's viability hinged COMPLETELY on the old charge booster (each charge = double damage) and the armor pen bug.

Definitely. I love playing sab. It's sad to see it so dead and so lacking in synergy.
My ideas were:
1. Remove detonate
2. Reduce CD on bombs to 10 seconds.
3. Using a bomb detonates charges on a target. Depending on the type of bomb, you get a 15 second buff. I.e. Anni bomb gives you a buff to all phys dmg, chemical bomb gives you a buff to non physical dmg, frag bomb gives you a buff to aoe dmg
Obviously AP scaling needs to be addressed to be on par with other souls, but this allows for more creative rotations with NB and Sin and BD, your bombs become finisher moves.

I'm a mage (warning), but I would love to see saboteur boosted to fit more of its trap based playstyle- being able to predict opponent movements and place traps at key locations I think would be really cool (and situational enough to warrant high burst dmg- assuming its not just used directly on the opponent without time for an awareness check). (edit2: having stuff like landmines be able to be placed on walls and stuff maybe?) Sort of like teamfortress 2 demoman. Burst dmg in its main ranged spells might be cool too- just be sure the dmg is balanced around its other options (cc, trap dmg, reliableness of its burst and probable secondaries). I think sabo could offer a really unique playstyle in wfs.
edit: for time bomb- I think it would be cool if it had higher burst but placed the time bomb at the enemy location rather than directly onto them. That way in pvp it forces them to run out of the area or get blown up once they hear the ticking (otherwise it would have to be balanced around most souls not having cleanses (and being more unavoidable)) and in pve this would also allow it to become a fairly reliable high aoe dmg spell except on highly mobile fights. And a bigger explosion animation would rockidk just some ideas
