You are comparing 1 point in cc to 3 points in ce.
Nope 25 vs 5. You see combat culmination gives you 5 energy per cp on mob when it dies. Since you need rift scavenger heals anyways and should be leaving 5 cps on the target when you kill it 5x5=25 energy. If that same point is in combat efficiency it gives you 1 energy per combo point when you use a finisher. That means that talent point in CE is only giving you 5 energy more. While my build obviously has 2 points in CE and I definitely think it is useful cc is good too. I use an average of 1 or 2 finishers per pack of mobs. We could argue over details and say its 50-60 energy vs 10 ,but it's close enough. Combat culmination is really good and deserves putting at least one point in your bd/sin/rs build.
If you take away the energy regeneration from combat culmination there most definitely is an energy regeneration nerf.
Maybe you should try specs before immediately discounting them. I use the best specs I can and don't understand how you can say 50+ zone content doesn't matter.
For BS it will be close depending on how they fix the EW issue (1 proc per SB vs 3x proc damage per EW, the later will be a massive DPS increase of roughly 150-200 DPS, the prior will be about 100 DPS).
Poisons all depends on how much they buff them. total they are roughly 500 DPS currently. Non-AP based damage is roughly 150-200 DPS total, which leaves 300 DPS from AP in a BS build. Figure about 1.4-1.5x the %AP contribution increase in DPS so for +50% increase and assuming ~1700 buffed AP, we are looking at around 120-130 DPS increase. Will hopefully have better numbers tomorrow, this is all from memory.
For the rare zyzyx build that actually uses it. For build people actually use, its pretty nada, since noone uses it anyways.

Buff the healing of the poison, sure, but the damage does not need to be buffed.

It is useless because you don't have energy troubles when soloing, as long as you use a rotation and don't use 2 2 CP builders in the same rotation.
