What makes this skill not land in PvP?

It's not DR or skill-based immunity (no immune message), it's not a really fast Break Free (it happens on mounted people too, and they stay on their mount), it's not resisted and it happens on all classes. Sometimes it just doesn't do anything. Never had the problem in PvE, only in PvP.
I must be missing something, but what?

Absorb shields eating it? I rarely use it on my mage because they are constantly immune, but that's also the reason I barely play my mage. It's boring to either burst or be smeared so I stick to healing. (equally as boring but much more useful to my team)

Absorb shields can eat it? Never thought of that... might be it, I'll have to test it later.

No one is immune to it. I don't know but I always check their buffs before casting it to make sure it lands. I always use this spell, it's very useful even against rogues and warriors 1vs1.
