    I can't speak for everybody but my dps has increased since dropping crit cap and stacking ap. My dummy parses went down due to low crit % but in raids I still get a good % with all the buffs/debuffs going out. I would say it's best but some may disagree with me.
    Playing Rift(sort of) until a game that doesn't completely suck comes out.

    Part 1:
    DS > TS
    FSx2 > CB
    FSx2 > FB


    Part 2:
    DS > TS
    FSx2 > EB/IB(Earth Burst)
    FSx2 > FB
    FSx2 > EB/IB(Icy Burst)


    Part 3:
    DS > TS
    FSx2 > EB/IB(Icy Burst)
    FSx2 > FB
    FSx2 > EB/IB(Earth Burst)


    Rotation ends up being Part 1 > Part 2 > Part 3. Or, to make it even easier: Part 1 > Part 2 (repeat)

    Part 2 and 3 are exactly the same. Since Part 2 and Part 3 are the same, except for where IB and EB are in the rotation, you don't need to worry about it since you will be hitting the EB/IB macro for those two either way. Please provide some feedback on the above.

    What are your unbuffed stats before raid and consumables?

    That is why 51/13/2 scales the best in raids. When you guys parse 51/9/6 you are parsing with a 3% crit buff.

    Yea because of the amount of crit you lose it's hard to be at soft cap and with AP value going up in 1.8 it's best to stack AP and try not to go under 920-930 crit unbuffed , with raid buffs the crit rating will go up and the difference between crit when AP stacked or crit stacked is none to minimal.

    Below is the copy paste from the Azunia's guide, same rotation:

    Rotation:

    (starts with one attackpoint)

    Disruptive Strike -> Tearing Slash
    Fierce Strike -> Fierce Strike -> Earth/Icy burst (only press the macro ONCE!)
    Fierce Strike -> Fierce Strike -> Fiery Burst
    Fierce Strike -> Fierce Strike -> Earth/Icy burst (only press the macro ONCE!)

    (repeat)

    As mentioned it's important to only press the EB/IB Macro once, otherwise you will use the attackpoint generated by Earth Burst for a single AP Icy Burst. If you are a buttonmasher you should probably weave in Earth Burst with an extra Button.
    In most cases it's worth to weave in Cornered Beast as well, my test have shown it to be around 50-80 DPS gain. Rotation changes if Cornered Beast is ready to the following one:

    Disruptive Strike -> Tearing Slash
    Fierce Strike -> Fierce Strike -> Cornered Beast
    Fierce Strike -> Fierce Strike -> Fiery Burst

    then continue with above rotation until its cooldown is ready again. (Every 3rd rotation)

    Except his opens with the latter part, not the former, therefore putting less CBs in a fight.

    I'm sure he opens with DS TS and CB, but it isn't clear, so I just wanted to clarify it's better to open with that part.

    Steelwind's rotation from OP restructured or "digested" if you will for an easier read (to me at least) - Using FB expenditures as step-off points.

    Plugging it into my calculator puts this at ~150 dps ahead of 51/9/6 with full raid buffs.

    I tend to prefer this rotation because as I said before, it is easier to reset and easier to place cb with FP and WG.
