Yes, it's additive with the Resonance buff.
You'd also add the AP from the sub trees in the Sab build.
BD has a ton of AP scaling but it applies to ~50% of the attacks since you have to use Keen first.

edit: it's tricky with BD bc of the passive AP to everything and the passive AP to quick/precision

Uhm Infernal Hood has no crit on it so I guess the drop from Conclave is better than it?

You have the Trinket "Maelow's Loaded Dice" listed as 29 AP. I recently obtained this Trinket and the tooltip shows 116 AP for 30 sec.

Two minute cooldown (120 seconds) with an AP spike for 30 seconds. Basically divide the AP spike over the duration of the cooldown to get the effective AP gain from the trinket per use (116/4 = 29).
