chloro, if only because they do some DPS to make it go by faster
in a raid i'd want one of each because its the perfect combo of raw HPS, shielding, and cooldowns
I think it depends how geared your tank is since T2 turns out to be a massive aoe fest with chain pulls.
I know that our guild tank requires like no heals at all so I just run cabicar and aoe things down while healing him with reparation lol. End up pulling 2-3k dps with easy 500hps.
I'm guessing a chloro could spec into more dps and do something similar.

Depends on the encounter. Anything with decent movement I take a cleric. If not, 4 pc chloro is awesome.
Of course then you get into burst encounter issues, and how it relates to your spec. Depending on the encounter timers, you can completely trivialize stuff using cool downs and HC.

Both are good. Chloros do a bit of damage, allowing the dungeon to progress, while Clerics allow me to run through it a bit faster, as I trust thier heal to save me a bit quicker if I run too fast for them to keep up!
ANy ~Icar spec is preferable, since they can AOE and heal that way, whereas a chloro has to ST to really heal effectively. On a speed T2, pulling 3 groups at once can get scary without an Icar.

Our fastest setup is...
- one rogue - offtank with 22rs/24sin/20bd which pulls 1.3k ST and 3k+ AoE
- 3 DDs ...warriors, cabas, pyros or mm
- one Icar or 32chloro(i think it's 32...)
We are at 8k+ singletarget DPS and glide through trash like a hot knife through butter...
What that means... once you overgear the content it pretty much doesn't matter which setup you make, anything works.
For progress it is encounter specific what kind of healer is prefered.

mmmh, wondering word competent when we speak about t2 runs.
I'm tanking tier 2 dungeons atm as a justicar (is it even possible to lose agro?), riftstalker (I just wish mobs would start to do damage, this is getting bit ridiculous) and soon going there with warrior (yeah well, you know, one has to have 3 tanks ready for raiding just in case ^^).
I have noticed that both clerics and cloros work well, though with my tanking cloros have usuallly more problems ("I don't know why but my synthesis just don't heal you" "uhm, you know, if you come here behind this corner you heal way better").
Lately one guild member have been starting to tank tier 2 as a a sent/ward-icar hybrid (or something like that) and I have noticed that he never runs out of mana and don't have problems to keep my cleric alive making our instance runs really quickly.
As a rogue I am happy with any healer in any other tier 2 except caduseus rises and in cacudeus rises I hope that healer doesn't have billion hots ;).
