What did Trion end up doing for this? On PTS only those with the Ascend-a-Friend Corgi and the Ascend-a-Friend flame horse were able to participate and be rewarded with a Friendship bracelet each day.

Did they remove the quests completely, or do the quests only appear for those with the Ascend-a-Friend rewards?

They're still there, but only show up if you have the related rewards on your character. And it's not a friendship bracelet every day, it's a maximum of three bracelets.

The quests are:
1. Corgi quest in Sanctum/Meridian. Daily quest, 1 Friendship Bracelet on the first completion, repeats give 25 Merit Badges instead. The different city's quests are actually the same, so even if you bring your character to the other faction's city you can't pick up a second copy.
2. Ember Steed quest in Silverwood. Infinite repeat quest, 1 Friendship Bracelet on the first completion, repeats give 5 Merit Badges instead.
3. Ember Steed quest in Freemarch. Infinite repeat quest, 1 Friendship Bracelet on the first completion, repeats give 5 Merit Badges instead.

And it's still a low blow to force us to beg friends for money or lose out on two quests of the world event. I know for most asking for a one month subscription is not a big deal, but for some of us it is. Anyone I would ask who does not already subscribe cannot afford it.

I couldn't if I had to rely on the jobs around here. Luckily I am on disability, and my partner works out of state so, I am the only person on my road that can afford both the 130/month for internet and a game subscription. (Yes satellite is our ONLY option for internet and, to play an MMO, you have to have the 25GB/moth bandwidth package, and that's 130.00 [plus 150.00 install fee])

The only freind I have that will play a MMO and is into that sort of thing I have already gotten to play before the program came out. Its sad I cant perticpate in the dog and pony show, the corgi wrangler so makes me want to, but alas it is not to be.

Agreed, games like this my friends and I always start together so we never get the chance to recruit people because everyone we know that would play it is already playing.

Just realized these events are already being held, of course I didn't know I couldn't interact and participate because i haven't recruited anyone to the game... My friends too are already playing so I can't recruit them, there's no way I could get more of them to pay up for recruitment, so it is quite a disappointment to be missed out from these events.
