    This is False. At least when pertaining to regular artifacts (white sparkly) Twisted (red sparkly) are far more if not totally random.

    There are most definitely spawn points that spawn specific artifacts more than others, it is why you don't see 50 [key to lords hall] whites on the AH. This is also the reason some blues are a lot more rare than others. This has been talked about in many other threads and through many different hardcore hunters comparing their findings it was easy to see that certain artifact spawn locations did have their very own pools of items and RNG.

    I know the dev in charge of artifacts came onto forums several months ago and said he had personally tested every spawn location to ensure it was possible to reach.
    He said all artifacts should be accessible to all races (no need for Angelic Flight). You may need mounts of different speeds to reach them (so you don't overshoot or undershoot some jumps).

    However, he's also removed or adjusted several artifact spawns which were unreachable for whatever reason. He's not infallible.

    10 plat... god thats cheap..

    most blues on shatterbone start at 75pp with the majority being at 150pp

    There were a few artifacts that were unreachable up to a couple months back, but they went through and relocated/removed them. Doesnt mean they didnt miss one.

    110% mount and I unequipped my pants so that I don't have the bonus speed from riding chaps. There's a little extra run speed run having max PA and CQ power, but it really doesn't matter -- seeing as I actually managed the same jump with a 90% mount, although it's not in the video.
