Because you can't "collect" them anymore, they are just given.

I'm glad I was around to get this achievement on some of my alts, but sad I wont get it now. But its one of those "proof of legacy" achievements that I love about being around since launch.

It's sad though - I always wanted TRUE questlines for the souls, and higher up requirements (like story quests) for the more 'support' type ones later in the levels. Like a short Archon questline when you're lv 30-40.
