Is this server active?

Hey guys. My bro and I were wondering if this is a good shard to play on as the guardians. We recently gave up playing WoW because it's way too easy so we bought rift. So now to start a new beginning. I just want ask is there more guardians than defiant or is it balanced on Whitefall. Is this shard good for a pve/pvp experience? My final question, is this shard active for the guardians? Thanks for reading my post guys I look forward to heRing the answers to my questions.

I believe this is the most populated EU server. In my opinion the balance between the two factions is pretty even.
