Oceanic Guild (GMT+10) Looking for PTS Raid Beta Testing

Afterlife on Laethys is keen to do some beta testing on the PTS for upcoming raid content. I've heard that such testing only occurs during USA prime time hours. Is this the case? Is there any point in requesting PTS raid testing for a guild on oceanic times?

And if so, where should I submit such an application
