Atrius: AP Scaling and other DPS changes to the Warrior going up to PTS

Wanted to update you all on some changes you should see soon. 1) Reduced the damage on Avatar of the Rift. 2) Reduced the Damage on Burning Blood. 3) Increased the non Dual Wield component of Rising Waterfall to match Power Strike.
