Short answer is we have a bunch of stuff built with the assumption of a pretty wide net for /say and don't want to break it. My seat-of-the-pants guess is that all that stuff would be just fine with 50 and somewhere around 35ish (healing range) dialogs would start to feel broken. But yeah, there are a lot of things we could do longer-term adding code to separate the PC/NPC ranges or even more complex stuff (perhaps lower the range in particular zones or scenes or have directed say, etc.) Before we go there, going to start with something very sane and simple with the code that's already out there.
