I guess I wasn't that clear - because we have it set up with exactly what you suggest, PVE and PVP ways to increment the phase quest.

I think other people who played on PTS have already called this out - but there are PVP and PVE ways to advance this goal. The design is to try and encourage players to try out some PVP...
