Queen's Foci Fortress Tokens

Some in our group got tokens, others didn't on kill. We had a few progressing with us that didn't get tokens and some that came in on the last pull to recieve tokens. Is it random, based on performance, or a bug?

Also, any plans to move vendor for tokens outside of Fortress siege area so we can buy stuff without having to complete a fortress siege?

I'd like to know also, I have tokens and can't even use them and I'm a Patron, so sad.
