I guess I've just never been that obsessed with scrambling up the slippery slope; if I can survive the fight and win, clearly I have enough of whatever (Touchness, Vengeance, general DPS, w/e). Everything after that is gravy.
As for the doubiousness of the change, they might be just adding it to the WAR Attunement (at 50 Vengeance instead of 60?), so this constitutes "balancing" in my mind.
When everyone's put at the same disadvantage, it stops being a disadvantage and becomes a standard.
