Certainly, but when the rest of the gear will be undoubtedly better in the other respects, it's still a net profit. Wearing the new gear is still an obvious choice if my gains in Int/Wis outweigh my losses from SP from the hypothetical HK-ID progression you posed. Sometimes your upgrade has a red negative number on it, but can you really argue with 4+ stats in the green if that's the trade-off?

As for the doubiousness of the change, they might be just adding it to the WAR Attunement (at 50 Vengeance instead of 60?), so this constitutes "balancing" in my mind.
When everyone's put at the same disadvantage, it stops being a disadvantage and becomes a standard.

The point of doing those calculations was to show you how much is this 60 Vengeance. For casters the increase in Vengeance from new PvP armor set is totally nullified by the loss of Wrath Spikes.
