    there was a damage nerf in the first 1.4 patch release, they forgot to rebalance the damage upon duration (longer duration, same total damage = less damage per tick), fixed the next day so dont worry.
    only duration has been increased, not damage per second.

    The increased up-time on charge abilities is a damage boost.
    Cataclysm broke WoW, but resilience will fix it!

    Not really. That is not a damage increase. It lets you use them more often, but that is not necessarily an overall increase in damage. It is clear he did not mean the reduced charge consumption, because he listed it separately. For example:

    Actually, yes really. More up-time translates to more overall damage (provided everything else stays the same). This is fairly straight-forward.

    You are obviously wondering if there are flat damage boosts to abilities - e.g. defile hitting harder; Soul purge hitting harder; IC granting a greater benefit; etc. There are no such adjustments in the notes you quoted from. They are all "consumption" related. Furthermore the first quote is meant to be taken generally. If you actually look at the whole thing it reads:

    The actual changes are described below this. So the line you provided in the OP just described their intention. The charge consumption tweaks are the actual design changes. And yes, it is an overall boost to mage damage.

    I'm not on the PTS, and there may in fact be additional changes to actual damage by now. Just note my response to you is solely based off the two-week old notes you quoted from.
