NPC question

Hello,

I'm not exactly a newcomer, but I am new to the Plane of Water zones in game. I am looking for the NPC Maad Aglarr, the vendor of Fatestones. I've made my way to the Margle Palace, unlocking porticulums along the way and looking for NPCs around each of them.

I've also looked online but I literally cannot find any information on him (or her?) beyond the name and what they sell, so if anyone can provide the information that would be greatly appreciated.

Riftshop -> RIFTS -> ZONE EVENT

Thanks a lot. That's other information I couldn't find online, that it's in the store. I spent so much time looking for a NPC.
